Is accepting applications for financial grants for the 2006 fiscal year which will begin on October 1st, 2005.

Grant Applicants: have to be noncommercial-nongovernmental-organizations (NGOs), public associations and the unions functioning on territory of Uzbekistan.

Subject: development of reforms in Uzbekistan, considering the sensitivity of Uzbekistan's Government, applications should be “politically feasible” and practical, and be in accordance with Uzbekistan's laws. Political parties and movements are not subject to financing.

Applications should be submitted on official letterhead and include: the brief description of the applying institution and its management, brief description of the project, effects on development of reforms, including social and economic aspects (for example how many people will be affected by the project), the required grant.

The grant proposal should not exceed - 500 000 US dollars.

August 12, 2005 - The Coalition for National Unity "Serquyosh O'zbekistonim" (Sunshine Uzbekistan), believes that Uzbekistan's socio-economic situation is in extremely difficult state, and in many cases has sharply worsened in recent months.

The supply of labor is greatly outstripping the creation of new workplaces.

The level of real income per head has fallen twice since 1990 and is continuing to fall.

The government regulatory practices in the industrial and agricultural sectors have led to lower profits for business and in very many cases losses.

Experience shows that current monetary and fiscal policies that the current Cabinet of Ministers pursues work against stable economic growth in Uzbekistan.

People's confidence level in the executive branch has fallen to catastrophic levels. "Shadow economy" has become a serious problem.

In these conditions Coalition Sunshine Uzbekistan , believes that delay in cardinal reforms can have destructive consequences for the country.

The Coalition is initiating the creation of an International Economic Advisory Council (IEAC). And invites to participate in IEAC: economists, lawyers, and finance specialists of Russia, US, Europe and Kazakhstan, as well as international organizations, local and international NGOs that can offer significant and corresponding help for the IEAC.

The IEAC will work on development of concrete recommendations for the new Cabinet of Ministers of National Unity that will be responsible for steady economic growth in Uzbekistan.

July 27, 2005 - By the invitation of the Ambassador of the Great Britain in Uzbekistan, Mr. David Moran, on July 26th, 2005 Chairman of the Coalition of national unity "Sunshine Uzbekistan," Mr. Sanjar Umarov participated in a round table with Ambassadors of the European Union presented in Republic of Uzbekistan. The main theme of conversation: existing economic conditions in the country. The Sunshine Coalition has stated necessity of creation of the International Economic Advisory Council, the purpose of which will be development for the Government of national unity of Uzbekistan of the program of social and economic reforms under the name "The road map on the way to prosperity."

 

July 26, 2005 - Chairman of the Sunshine Uzbekistan coalition Sanjar Umarov sent a letter to President Islam Karimov on Tuesday. In the letter, Umarov requested the president to meet to discuss the program of socioeconomic reforms recently presented by the coalition.

The letter calls for dismissal of the acting Cabinet of Ministers and forming the new government with attraction of reformers, experienced technocrats and representatives of democratic forces.

Sanjar Umarov also notified the president that the Sunshine Uzbekistan coalition had applied to the Justice Ministry for registration.

 

July 18, 2005 - As was stated earlier, a number of companies related to close relatives of the chairman of Coalition for National Unity “Sunshine Uzbekistan,” Mr. Sanjar Umarov are under investigation by the prosecutor’s office, tax commission, and number of other administrative bodies. Furthermore, the documents that are held by us prove that Uzbekistan’s National Security Service has ordered the prosecutor, tax commission, and a number of other bodies to start these careful investigations into the companies. Below is the list of companies that are affected:

 

JV “Neftgaztrans” – two criminal cases were started: one for the general director and the other for the chief accountant. Company’s business activity is paralyzed.

SC “Oilgazavto” – three criminal cases were opened: for general director, for two operators; Mr. Ravshan Babadjanov spent three days behind jail bars in main Tashkent police department. Operator’s license is recalled. Company’s business activity is paralyzed.

“Halqaro Aloqa” LLC – The operator license and the bank account is on hold. Company’s business activity is paralyzed.

JV “Mississippi” – An illigal fee is presented to the company in amount of 90 mill. Soms (80.5 thousand US dollars).

SC “Central Asia Seed Company” (CASC) – Criminal cases are opened. Company’s business activity is paralyzed.

“CASC Oil Division” LLC - Company’s business activity was paralyzed for 30 days, damaging business operations.

As well, “Buyuk Simolar” LLC, was under heavy pressure by the workers of State Prosecutor’s Office.

Illigal actions of National Security Service led to the following results:

-Mr. Gulambek Umarov – co-owner of Halqaro Aloqa, LLC (son of S. Umarov) – on May 26th was admitted in critical condition to emergency toxicology department of the State Center of Critical Medical Care.
-Mr. Sardorbek Umarov – son of S. Umarov – on May 26th had to leave Uzbekistan because of safety concerns.
-Mr. Ulugbek Niyazov – Director of SC “CASC,” (S. Umarov’s wife’s brother), on May 20th had to urgently leave Uzbekistan. While staying in Moscow received several threatening phone calls from Uzbekistan’s Security Service.
-Ms. Yasmina Niyazov – Mr. Niyazov’s daughter because of safety concerns has to spend the summer outside of Uzbekistan
-Mr. Abdusabit Khusainov – Director of SC “Oilgazavto” was admitted in critical condition to State Cardiological Center.
-Mr. Ravshan Babadjanov – SC “Oilgazavto” employee, was held illigaly behind bars for three days by Tashkent prosecutors. Was put in the jail cell together with the so called “extremist Akromists.”
-Mr. Abror Umarov – JV “Neftgaztrans” Chairman of the Board, brother of S. Umarov, is under very stressful condition because of the threat of arrest.
-Mr. Gairat Umarov – JV “Mississippi” Chairman of the Board, brother of S. Umarov, had to leave Uzbekistan because of psychological pressure.
-Mr. Iskander Umarov – JV “Mississippi” head manager, nephew of S. Umarov, is in a very stressful situation because of heavy psychological pressure caused by the inspection commission.

As well, a source in the State Prosecutor’s Office, told under condition of anonymity that National Security Service concluded that the all above listed companies allegedly sponsor opposition activity.

Multiple inquires in different administrative bodies proved to be without any result.

On July 15th, 2005, Second Secretary for Economic Affairs of the Embassy of the United States in Uzbekistan, Ms. Erica Olson visited the office of JV “Neftgaztrans.” Ms. Erica Olson agreed that the opening of investigation into the company’s activity contained political motivations.

The actions of law disregarding National Security Service of Uzbekistan prove that President Karimov’s decrees and orders designed to promote economic reforms don’t have any practical strength and significance.

 

July 06, 2005 - Chairman of the Coalition for National Unity "Sunshine Uzbekistan" S. G. Umarov has met with the Ambassador of Germany in Uzbekistan Mr. Hans - Yoahim Kiderlen and Attache concerning politics and mass media source Mr. Raban Richter. The exchange of opinions on a broad area of questions took place. The parties, also have discussed results of the summit of the Shanghai Organization of the Cooperation which have come to the end on the eve in Astana

 

June 25, 2005. By the invitation from Russian business and political circles Mr. S.G. Umarov the Chairman of coalition for National Unity "Sunshine Uzbekistan" will visit Moscow beginning June 27 to July 3.
Considering interests of Russia in different sectors including the Oil and Gas, cotton, mining, as well as in communication and transportation infrastructure of Central Asia, meetings are expected on the different level, anticipated topics will be participation of Russian organizations in peaceful resolution, from the political crises in which Uzbekistan has fallen following Andijan tragedy.

 

June 10, 2005. Chairman of Coalition Mr. Sanjar G. Umarov sent an open letter to US Secretary of State Condoleezza Rice. The text of the letter is available at www.sunshineuzbekistan.org

 

June 9, 2005. Chairman of Coalition Mr. Sanjar G. Umarov met with director of the National Democratic Institute's representation Mr. Richard Globe. Mr. Sanjar G. Umarov told at the meeting, about the activity of the "Sunshine Uzbekistan" Coalition and about proposed plan of actions on peaceful regulating of the strained situation in Uzbekistan.

 

June 6, 2005. Chairman of Coalition Mr. Sanjar G. Umarov met with the chief of the Political-economical department of US Embassy in Uzbekistan Mrs. Silvia Surram.

Situation formed in Uzbekistan after three US Senator's arrival and the ways of further solution of the crisis situation in Uzbekistan were discussed at the meeting. Mr. Sanjar G. Umarov told at the meeting, about the activity of the "Sunshine Uzbekistan" Coalition and about proposed plan of actions on peaceful regulating of the strained situation in Uzbekistan.

May 27 and June 5, 2005. Chairman of Coalition Mr. Sanjar G. Umarov held a meeting with Ambassador of France in the Republic of Uzbekistan Mr. Jean-Bernard HARTH.

Formed situation in Uzbekistan after the tragic events in Andijan was discussed at the meeting. Mr. Sanjar G. Umarov told at the meeting, about the activity of the "Sunshine Uzbekistan" Coalition and about proposed plan of actions on peaceful regulating of the strained situation in Uzbekistan.
